I use the TWC app on Roku .. works great, perfect HD instantly. I'd imagine if you have issues, the first place to look would be to do a tracert to wherever TWC is serving your data, since Netflix is working OK.
My cable-box DVR is also accessible via the roku interface, but i dont need that because on demand is fully integrated into channel guide on the twc app, and you can look for shows in the separate

Not to defend TWC but it seems this is two fold in the attacks vector. Phished users, and potential 3rd party or supplier breaches or network providers. It doesn't appear the TWC is the direct source but could/should mitigate the issues with their suppliers, educate/protect users from phishing. Ultimately 2fa helps but many platforms likely
